It is unfortunate that those people serving alcohol (usually students in their first job) have the burden to refuse someone alcohol for their own benefit- as well as that of the licenced premises. The penalties are harsh that if you serve someone who is considered "drunk" or under the legal drinking age it can cost you over $6000 in fines and place the liquor licence of your employer in jeopardy.
